Russia has initiated a dispute in the World Trade Organization against the US dumping duty on carbon steel. The WTO stated that “The Russian Federation has asked the WTO to consult with the United States on the continued application of US anti-dumping duties on imports of carbon steel from Russia. Russia believes that "the measures under consideration are incompatible with various provisions of the WTO Antidumping Agreement. The measures imposed by the United States seem to negate or diminish the benefits that Russia receives, directly or indirectly, under the Antidumping Agreement."
The letter stated that "Russia reserves the right to raise additional factual and legal issues, as well as consider additional measures and claims in relation to the above issues during consultations and in any request to create a group."
The consultations formally initiate a dispute at the WTO. Consultations give the parties the opportunity to discuss the issue and find a satisfactory solution without continuing litigation. After 60 days, if the consultations were unable to resolve the dispute, the applicant may request a decision on the issue.
