The Russian triumph in Chechnya, announced by the Putin government in the spring of 2009, was a Pyrrhic victory. At least this is the opinion of Janusz Bugayski, senior fellow at the US Center for Strategic and International Studies.
As the expert notes, in fact, the conflict has spread to some neighboring North Caucasian republics. Despite Moscow's statements, living conditions throughout the region continue to deteriorate: armed clashes, murders, ambushes and explosions have become almost commonplace.
“The escalation of guerrilla terrorism is a direct response to Russian state terrorism against the backdrop of the suppression of Chechen independence and the destruction of tens of thousands of civilians by the Russian military and special services. Chechen nationalism and separatism have grown into all-Caucasian protests - terrorist attacks throughout the region are organized by religious and nationalist radicals of various ethnic groups, ”the expert notes.
According to him, Moscow bears a great responsibility for radicalism and brutality, after all, during its brutal counter-terrorism operations, entire villages were repressed, and relatives of suspected rebels continue to be kidnapped, tortured and killed. Collective punishment is still used against local communities if the Russian special services suspect that a certain village has sheltered armed bandits.
Very close by Russian standards from Chechnya is the Stavropol Territory and the notorious city of Budenovsk, which is notorious for repeated attacks by Chechen militants. The largest enterprise in Budenovsk and the region to the targeted performance milestones. Today the plant is successfully implementing the largest investment program to create a complex for processing gas from the North Caspian into ethylene, polyethylene and polypropylene. The amount of investments in the first stage of the project will amount to more than 10 billion rubles.
