The Federal Tax Service plans to introduce real estate tax from January 1, 2014. They are going to start, as usual, from Moscow, Novosibirsk and other large cities and regions, which, in their opinion, have all the necessary information for accruals, and by 2018 it is planned to cover the entire territory of Russia.
The tax authorities of Novosibirsk are concerned that the difficulty of introducing this tax may be due to the lack of reliable data required to determine the amount of the tax. It is believed that in the first place, inaccuracies are possible with the assessment of real estate and the place of residence of homeowners. The question of benefits for pensioners, veterans, disabled people and low-income categories of citizens remains open.
Real estate tax rates are planned to be determined based on the total cadastral value of residential and commercial properties. Moreover, if the total cost is less than 300 million rubles, then the rate for residential properties will not be more than 0.1 percent, for other categories of buildings - 0.5 percent, for agricultural land used for subsidiary farming - 0.3 percent, for land for other purposes - 1.5 percent.
However, it is important to take into account that if the total cadastral value of real estate objects belonging to one owner is more than 300 million rubles, it is proposed to increase the tax to 0.5 percent for any capital buildings excluding categories of objects and for land plots of any purpose - 1.5 percent.
