The EU Commission is adopting a package of proposals for energy and industry as part of the program to improve the environment until 2030. Industrial Environmental Control (PEC) provides for a number of innovations.

In the case of the steel industry, there are no technologies that can be economically burdensome.
The 2020 targets are simply unrealistic to achieve in the steel industry. The EU target of a 43% reduction in CO2 emissions by 2020 compared to 2005 is technically and economically impossible to achieve with current technologies. Moffat said that “with these proposals, even the most efficient steel producer in Europe will not be able to compete with its non-European competitors.”
He said that “We urge the EU member states and the European Parliament to adopt some principles that would make EU environmental controls workable for the sustainable development of the EU economy. We need environmental policies that protect industry in Europe and take real action to address the issue of subsidies for energy. And this program has no proposals to protect sectors subject to global competition. "
