According to the definition of Wikipedia, an SRO is a self-regulatory organization operating within the framework of the Russian federal law "On Self-Regulatory Organizations". In other words, SRO is the know-how of Russian legislation in the field of non-profit organizations and public unions. At the same time, for many types of activities carried out on the territory of the Russian Federation, the company's belonging to one or another SRO is mandatory.
The main functions of the SRO are the development and quality control of the products of its members, monitoring compliance with the rules established within such an organization, as well as providing information to the regulatory authorities and the public about all violations committed by a member of the self-regulatory organization.
Today, a company in Russia does not have the right to carry out its activities if it is not a member of an SRO in the following sectors of the economy :
- arbitration board
- audit of enterprises
- credit activity
- valuation of assets and property
- audit activity
- engineering surveys
- design of architectural objects
- construction activity
- survey of energy facilities
- heat supply works

For other types of commercial activities related to the provision of services to the public and business, it is envisaged to create voluntary SROs, which are regulated by Federal Law No. 315-F3 dated 01.12.2007 (as amended on 25.06.2012) "On Self-Regulatory Organizations".
The SRO is responsible for works and activities, the negligent execution of which can lead to tragic consequences. Self-regulatory organizations in the construction sector, in accordance with the existing requirements of Russian legislation, are united into National associations of SROs of the corresponding type of activity.
At the moment, the following SRO associations exist on the territory of the Russian Federation :
National Association of Builders (All-Russian Non-State Non-Commercial Organization "National Association of Self-Regulatory Organizations Based on Membership of Persons Carrying Out the Construction")
National Association of Designers (All-Russian Non-State Non-Commercial Organization "National Association of Self-Regulatory Organizations Based on Membership of Persons Preparing Design Documentation")
National Association of Surveyors (All-Russian Non-State Non-Commercial Organization "National Association of Self-Regulatory Organizations Based on Membership of Persons Carrying Out Engineering Surveys")
