The US Department of Commerce (DOC) announced its decision to impose preliminary anti-dumping duties on welded main pipes imported from South Korea and Turkey. The decision was taken on the basis of a one-year survey, which ended on September 30 of the previous year.
Imported products that were investigated included welded carbon alloy pipe for oil and gas pipelines, with an outer diameter not exceeding 24 inches, regardless of wall thickness, length, surface quality, degree of processing and finishing.
The US Department of Commerce has assigned preliminary weighted average dumping duties for Korean exporters ranging from 2.52 percent to 2.67 percent. The tax burden for Hyundai Hyso is set at 2.52 percent, and duties of 2.67 percent will be applied to SEAH Steel. The dumping duty for all other Korean pipe exporters is set at 2.6 percent.
For Turkish exporters, the US Department of Commerce has assigned the following dumping duties: 9.85 percent for the Borusan group, 9.71 percent for Chaiyrov and 3.11 percent for Tosçelik Profil. All other Turkish exporters face a 3.29 percent dumping burden. At the request of Turkish exporters to reconsider the case, DOC said the final decision would be postponed until October this year.
South Korea exported 674,900 tonnes of welded trunk pipes to the United States during the one-year period under review, according to the US government. Imports from Turkey amounted to 64,800 tons. The Ministry of Commerce noted that imports of line pipes from both countries increased significantly compared to the previous year.
Pipe imports from South Korea and Turkey were investigated following complaints filed by domestic line pipe manufacturers such as American Cast Iron Pipe, ENERGEX, Maverick Tube, North-West Pipe, Stapp Corp Tex-Tube, TMK IPSCO , Welspun Pipes and US Steel.
