In Turin, on September 25, 2015, an expert organizational meeting of the United Nations Interregional Research Institute on Crime and Justice (UNICRI) on the topic "Development of an international strategy to combat illicit trafficking in precious metals" was completed.
Vladislav Gasumyanov, Vice President - Head of the Security Block, Director of the Corporate Security Directorate of PJSC Norilsk Nickel, made a speech at the meeting “Participation of the company in a public-private partnership project in countering the illegal turnover of non-ferrous and precious metals as a method of financing transnational crime and terrorism ".
In his report, he drew the attention of the meeting participants to the legal features of the international fight against illegal traffic in non-ferrous and precious metals: “Since the fight against transnational organized crime and terrorism is the exclusive prerogative of states and their law enforcement agencies, the implementation of our initiatives is possible only in the format of public-private partnership ".
Vladislav Gasumyanov cited as an example the Agreement on Cooperation between MMC Norilsk Nickel and the Federal Customs Service of Russia, signed in April 2015 and providing for the joint development of methods for detecting illegal movement of metal-containing materials across the customs border when organizing customs control at border customs offices.
The meeting and discussion of this topic was attended by the Deputy Federal Prosecutor of Switzerland, the Head of the Directorate for Environmental Safety of Interpol, representatives of the leadership of the police authorities of the United States, Canada, the South African National Police, representatives of the ministries and departments of the participating countries (the Ministry of Foreign Affairs of Russia, the Ministry of International Relations and Cooperation South Africa, Ministry of Natural Resources of South Africa, National Prosecutor's Office of South Africa, Tax Service of South Africa), World Customs Organization, as well as leading world producers of non-ferrous and precious metals, such as AngloGoldAshanti, MMC Norilsk Nickel, Anglo American, Barrick Gold Corporation and international associations ( International Platinum Association (IPA), International Gemstone Association (ICA), international organizations (UN, UNICRI), industry experts.
At the initiative of the organizers, a bilateral meeting between Vladislav Gasumyanov and the newly appointed Director of UNICRI Cindy Smith took place, during which the parties exchanged views on the promotion and implementation of the Russian-South African initiative set out in the UN resolution.
