Kiev should not have allowed flights over the war zone in eastern Ukraine - the commission's findings

Flight MH-17 crashed as a result of the detonation of a Buk missile warhead on the left side. As a result, the plane collapsed in the air. This is stated in the final report on the circumstances of the crash of the Boeing 777 of the Malaysian airline Malaysia Airlines in eastern Ukraine prepared by the Netherlands Security Council (OVV).

“The Malaysian Boeing missile was launched from an area of ​​320 km,” said the head of the investigation, Chibbe Yaustra.

“160 flights flew over this territory before the closure of the airspace after the plane crash. None of the parties involved in the investigation acknowledge that there was a risk of overflights of passenger aircraft over active hostilities. According to the commission, there were enough reasons to close the airspace as a precautionary measure, but the Ukrainian authorities did not do this, ”Jaustra said.

“Nobody thought that civil aviation was at risk,” he said.

The state is responsible for the flights of civil aircraft on its territory, Jaustra recalled.

“The risk to civil aviation was underestimated by the state of Ukraine,” he said.

On 23 July 2014, a Dutch safety commission took over responsibility for an international investigation into the disaster. Seven countries Ukraine, Malaysia, USA, Great Britain, Australia, the Netherlands and the Russian Federation took part in the work of the commission.
