Ukraine has been driving anti-dumping duties on rebar from Russia for 5 years

Ukraine has announced a final anti-dumping duty of 15.21% on rebar and wire rod from the Russian Federation for a period of five years.

This decision was made by the Commission on International Trade (ICMT) of Ukraine on December 28, 2017, and published on Friday in the newspaper "Uryadovy Courier". The measures will take effect 60 days after posting.

In the official message of the commission, it is specified that in the course of the investigation, the fact of dumping in the supply of Russian products to the Ukrainian market was recognized. At the same time, MKMT made a positive conclusion regarding the presence of significant damage caused to the national metal producer, which is confirmed by the deterioration of the socio-economic indicators of the national producer during 2014-2016. Namely, the volume of production decreased by 8.55%, and the volume of utilization of production facilities by 10.85%; the volume of sales of goods in the domestic market of Ukraine decreased by 1.75%, and the share of the national producer fell in the domestic market of Ukraine by 7.20%, the personnel decreased by 15.37%, the volume of investments fell by 8.01%.

The final anti-dumping duties apply to rebar with a diameter of 6 to 40 mm (inclusive) and wire rod with a diameter of 5.5 to 14 mm (inclusive), which are classified under codes 7213100000, 7213911000, 7213912000, 7213914100, 7213914900, 7213917000, 7213919000, 7213991000 7213999000, 7214200000, 7214991000, 7214993900, 7214995000, 7214997900, 7214999500, 7227200000, 7227901000, 7227905000, 7227909500, 7228209100, 7228209900, 7228302000, 7228306900, 7228308900.

As previously reported, on February 13, 2017, MKMT initiated an anti-dumping investigation against rebar and wire rod from the Russian Federation based on the complaint of AcelorMittal Kryvyi Rih PJSC, as well as the report and conclusions of the Ministry of Economic Development and Trade of Ukraine (MEDT).

Fittings and wire rod are widely used in the construction industry, the cable industry, as well as in the production of hardware products.
