The US Department of Commerce (USDOC) has accused China of evading US anti-dumping (AD) and countervailing duties (CVD) by sending rolled steel intended for the production of certain Corrosion Resistant Steel (CORE) products to Costa Rica, Malaysia and The UAE petty processing companies as well as Taiwan have also bypassed AD duties with minor processing in Malaysia.
According to statistics, US exports of corrosion-resistant steel from Costa Rica, Guatemala, Malaysia, South Africa and the UAE increased by 29.210%, 35.944%, 151.216%, 629%, 5.571%, respectively, compared to 45 months before and after AD and CVD investigations, which were initiated in China and Taiwan.
The USDA said it was the first multi-country bypass agreement initiated by trade itself based on its own monitoring of trade regimes.
