European Commission President Ursula von der Leyen said an eighth package of sanctions against Russia has been proposed in connection with its escalating invasion of Ukraine. The proposed sanctions included tighter trade restrictions, new individual blacklists, and an oil price cap on third countries.
The president said these new export bans would weaken Russia's economic base and its ability to modernize.
The introduction of new sanctions must be approved unanimously by 27 EU member states.
