India has imposed anti-dumping duties on imports of seamless pipes and stainless steel pipes originating from China. This decision follows the recommendation of the DGTR to impose duties equal to a lower dumping margin and a damage margin in order to eliminate the damage to the domestic industry.
According to the Indian Ministry of Finance, the final anti-dumping duty on value and freight costs ranges from US$114 to US$3,191 per ton depending on brand and manufacturer. The final anti-dumping duties are introduced for a period of five years from December 20, 2022.
Affected products include seamless pipes and stainless steel pipes up to and including 6 inches in diameter, whether produced using a hot extrusion or piercing process and sold hot or cold worked pipes and pipes. They also include goods imported in the form of defective, sub-prime or minor varieties. They fall mainly under chapter 73 under heading 7304 of the HS code.
The period of investigation (POI) was from April 1, 2020 to March 31, 2021. The injury investigation period was 2017-18, 2018-19 and 2019-20, in addition to POI.
In September 2021, India initiated a review of anti-dumping duties on seamless pipes and stainless steel pipes from China (see Kallanish passim). This followed a request from Indian company Chandan Steel, Tubacex Prakash India and Welspun Specialty Solutions on behalf of the domestic steel industry.
