Now Ukrainian government procurement cannot be imagined without the ProZorro electronic system. However, a large number of people still do not know what it is. Why is this system needed and what are its features - let's figure it out.
The ProZorro system is a new evolutionary round of the public procurement system. It is a database that contains complete information about all the auctions carried out by state-owned enterprises. In other words, in order to make a purchase within the framework of the state budget, it is imperative to upload all data and documents on it to ProZorro.
Considering the above, inexperienced customers often make a common mistake - they are looking for a form in order to register with Prozoro . However, there is no registration form there, the site serves as a centralized database. Connection is possible only through the official Prozoro sites , which have access to the system. Sites must have appropriate accreditation in order for participants and customers to work on them.
Four levels of accreditation allow organizers and suppliers to work with pre-threshold or supra-threshold procurement. Medium-sized purchases of up to UAH 200 thousand for goods and UAH 1.5 million for services and works are called pre-threshold. Above-threshold purchases are all that exceed the indicated amounts.
Due to the fact that the electronic system is completely transparent and everyone can follow the progress of the tender, participants are deprived of the possibility of illegal manipulations and rigging of results. Each participant can get acquainted with the reasons why his application was rejected, agree with them or not. In the latter case, the supplier has the right to file a complaint with the AMCU, during the consideration of which the tender is suspended, and the customer has no right to conclude a contract.
The bidding process itself is an inverse auction, in which participants gradually reduce prices for their services, thereby competing for the right to cooperate with the customer. The winner is the one whose price turned out to be the lowest, and the characteristics of the product or service most closely match the requirements of the organizer. The system selects the winner automatically. The customer examines the documents and, if everything suits him, confirms that this particular supplier is right for him.
If the participants have no complaints about the outcome of the tender, the organizer concludes a contract with the winner and the purchase is considered closed. The agreement is uploaded to the system and anyone can familiarize themselves with it.
