Due to energy debt, Moscow has cut oil supplies to Belarus. Minsk threatened to start buying raw materials from Iran. Energy disputes between Moscow and Minsk are not new, but now tensions between the two capitals are growing. The dispute over the amount of debt continues.
To motivate Minsk to pay off the debt, the Russians cut oil supplies to Belarusian petrochemical plants. First, Moscow intended to sell 24 million tons of oil per year to Belarus in 2016-2024. We now know that there will be fewer deliveries this year. In the third quarter of this year, Russia supplied about 2.25 million tons of raw materials less than planned.
Russia's actions sparked anger in Minsk. President of Belarus Alexander Lukashenko said that Minsk is negotiating with Tehran on the supply of raw materials, and they are "on the move." Nevertheless, experts are rather skeptical about the information coming from Belarus.
In fact, Minsk's problem is the money to import fuel. However, Belarus believes that it can cope with the situation. One solution is to increase the tariff for transporting Russian oil westward by 50 percent to solve financial problems.
