Gazprom agreed to the terms of the European Commission for the allocation of the OPAL pipeline capacity. According to the head of Gazprom Alexei Miller, the agreement under the new rules could start functioning in January, and the Russian giant will have access to 90 percent of the pipeline's capacity.
Under the agreement, half of OPAL's capacity will be owned by Gazprom. The remaining 40 percent of the capacity will be distributed through an auction. 10 percent will go to other suppliers. However, in practice, 40 percent of the auction for various reasons, and so will fall to Gazprom. Previously, the Russian giant had access to half the pipeline's capacity.
OPAL becomes part of the gas pipeline capacity from Russia to the European Union. OPAL will be able to throw additional volumes of Russian gas into Germany. Thus, it will be possible to refuse from part of the gas transmission through the territory of Ukraine and Belarus. The almost complete transfer of the OPAL gas pipeline's capacity to the Russians also poses a risk of lower demand for LNG.
