Ukraine in the first quarter of 2018 increased the export of ferrous scrap by 3.6 times compared to the same period last year (APPG) to 140,116 tons. In monetary terms, the export of scrap from Ukraine in January-March of this year increased 4.1 times to USD 47.788 million.
In the Verkhovna Rada of Ukraine, a group of deputies registered bill No. 8226, which is proposed to extend the validity and increase the volume of duties on the export of scrap metal from 30 to 42 euros per ton. According to the head of the parliamentary committee on industrial policy and entrepreneurship Viktor Galasyuk, this is the equivalent of 20 percent export duties.
For comparison, the deputy said that in China export duties on scrap metal are 45 percent, in India - about 35 percent, and in Kazakhstan a complete moratorium on the export of scrap metal has been in effect for several years.
Earlier last year, the Ukrainian delegation of the European Union said that the introduction of export duties on scrap violated bilateral agreements between Ukraine and the EU.
According to Galasyuk, the proposed tariff restrictions "meet not only the letter, but also the spirit of the Association Agreement."
“As a co-author and one of the main“ architects ”of the bill (as well as the moratorium on the export of round timber, the two previous“ metallurgical laws ”,“ Buy Ukrainian, Ukrainian boards ”) I responsibly declare that they DO NOT contradict the terms of the Association Agreement with the EU and WTO (since they fall under the permitted exceptions), ”Galasyuk told his readers on Facebook.
