China should continue to cut production in the aluminum sector during the upcoming winter heating season (November 15 - March 15) in line with its goals of saving energy and reducing emissions, the Ministry of Industry and Information Technology said on its website.
According to MIIT requirements, the aluminum and alumina sector will need to reduce capacity by 30% or more, while the non-ferrous and ferrous metals sectors should reduce production by 50%.
MIIT said a differentiated output reduction policy would be applied during the winter season, rather than a “one size fits all” policy. Green producers who have already gone beyond their required production cuts would be asked to cut output less, or be exempted from production cuts, he said.
Manufacturers with the potential on China's industrial restructuring list will have to end operations or step up production cuts, while those that have to support winter operations will have to undergo rigorous local government assessments, MIIT said.
By the end of September, authorities had asked various Chinese cities to complete drafts of their plans to cut production in the winter.
