The United States Department of Commerce (USDC) has published preliminary findings in an Anti-Dumping Service (AD) study on large diameter welded pipe (LDWP) from Canada, China, Greece, India, Korea and Turkey.
The American Pipe Manufacturers Association (ALPPA), an internal coalition of large diameter pipe manufacturers that has filed a petition for investigations, praised the USDC's strong response to dissenting respondents in its research on Chinese and Indian imports. The USDC has set preliminary rates of 132.63% for China and 50.55% for India.
ALPPA thanked USDC for its efforts to investigate US sales at least at fair value by Canadian, Greek, Korean and Turkish LDWP manufacturers. The agency calculated the preliminary dumping margin in Canada at 24.38%, in Greece - 22.51%, in Korea - 14.97% - 22.21%, in Turkey - 3.45% - 5.29%.
Due to pressure from unfairly traded imports, the US LDWP industry is currently operating at less than 40% of its capacity.
