Turkey has decided to introduce preliminary tariffs for rolled metal imported to the Turkish market, regardless of its origin. A certain tariff quota is assumed, above which imported rolled metal products are subject to a duty of 25%. The preliminary measure will be in effect for 200 days from the date of the signing of the relevant document by the President of Turkey.
The same methods apply in the European Union, where the imported assortment is divided into 28 groups, but it is not clear how the "distribution" will take place according to the categories of importing countries. Turkey still prefers the standard four-digit coding, distinguishing 5 assortment groups, such as flat products, long products, pipes, stainless steel and railroad products. The size of quotas is determined for each group, without taking into account the assortment characteristics - for example, the quota for the flat products group is proposed in the amount of 3,117,670 tonnes without breakdown into hot-rolled, cold-rolled, coated, etc. (Table 1).
Ukraine in 2017, 1.63 million tonnes of Ukrainian rolled metal products were supplied to Turkey for the amount of USD 680.6 million, of which 0.51 million tonnes for the amount of USD 248 million relates to the assortment subject to a protective investigation.
