This process is favored by Japan, Spain and China. One year later, the Bureau of Industry and Security (BIS) of the US Department of Commerce processed 61.9% of 45,328 exemption requests to assist companies in section 232 steel import tariffs. BIS approved 21,464 applications and rejected 6,588, while 17,276 decisions are pending.
The largest number of exemption requests were for products from Japan (9,214), of which 55% were approved. This was followed by Spain (6,522), of which 27% approved, and China (6,194), with a 54% approval rate.
Canadian product exclusion requests were 2,595, of which 890 were approved, followed by Mexico (1,586), for which 830 were approved.
In terms of steel exemption permits, China's approvals total 57% of 2017 imports. Japan's approvals represent 100% of its 2017 import volume. Canada's approvals total 2% of its 2017 volume.
This discrepancy was noted by the Canadian embassy last week.
“While China is at the heart of the global steel and aluminum oversupply problem, China is one of the main beneficiaries of the 232 tariffs. As a US ally, Canada should have an immediate and permanent exemption from tariffs on steel and aluminum 232, ”Ambassador David McNaughton said on Twitter.
