The Ministry of Economic Development and Trade of Ukraine has completed an anti-dumping investigation into the import of anti-corrosion coated steel products from Russia and China and concluded that there is evidence of dumping.
The ministry's interdepartmental commission applied an anti-dumping duty of 22.78% for Chinese materials and 47.57% for Russian rolled metal products, over five years.
The investigation was initiated in response to a complaint filed by the country's largest steel producer, Metinvest and its Mariupol subsidiary, Ilyich Iron and Steel Works. According to Metinvest, in 2015-2017 there was a significant increase in imports from Russia and China, which amounted to 51% in absolute terms and by 24% in consumption, which led to a decrease in the applicant's share of consumption by -22%.
The duties apply to “... flat products, sheet and strip made of carbon and alloy steel, but not aluminum and zinc coated HSS and alloy steel grades, including zinc, aluminum-zinc, aluminum-silicon, chromium, copper and nickel or alloys applied by electroplating, electrolytic or any other method, ”the decision says.
