According to the report, if the UK leaves the European Union without a deal, 88% of the value of all imports will be eligible for duty-free access.
It was reported that following a new "special verification procedure" the system could be reformed from the first day of Brexit if needed. The goal of this move was to meet the price decline without compromising domestic production.
However, 23 days after Brexit expires, the prospect of an agreement between the UK and the EU is still uncertain.
