China has pledged to cut steel production in 2021 from the record 1.06 billion tonnes it produced last year to cut carbon emissions. The steel sector accounts for 15% of the country's total emissions, exceeding all other production categories.
Heavy industry companies in the city, including steel, have been ordered to limit or stop production on days of high pollution in order to reduce overall emissions of air pollutants such as sulfur dioxide or nitrogen oxide by 50%.
Tangshan, the economic center of northern Hebei province, has historically been one of the most polluted cities in China due to its heavy industry. It is also a source of smog for the region, including nearby Beijing.
For companies that do not comply with environmental requirements, all permits to discharge pollutants will be revoked and their discharge efficiency rating will be downgraded to 'D', requiring them to suspend production.
Last week, the Ministry of Ecology and the Environment called on Tangshan to take tough action on environmental violations after it found four steel mills were unable to set production limits during heavy pollution.
