According to the Taiwan Ministry of Economy, the EU has listed 248 Carbon Boundary Adjustment Mechanism (CBAM) items, of which about 212 items exported to Europe from Taiwan, worth 24.5 billion Taiwan dollars, mainly steel products.
The EU has planned to introduce carbon border tariffs for the cement, steel and energy-intensive industries from 2023, which will fully take effect in 2026.
The EU has required importers to provide a CBAM certificate based on the total carbon content of the product, and the carbon price is equivalent to the auction price of the EU Emissions Trading System (EU ETS).
The Ministry of Economy estimates that Taiwanese goods exported to Europe will not be affected by CBAM in the short term, as the volume of exports to the EU is small and the carbon content of products is higher than the world average. However, it remains to be seen whether the US, Canada, Japan and other countries will follow the EU's actions in the future.
